乡村振兴视域下农民专业合作社内部资金互助研究

A Study on Internal Mutual Financial Assistance in Farmers’ Professional Cooperatives from the Perspective of Rural Revitalization

大力发展农民专业合作社是振兴山区农村产业的有力措施之一,这需要强有力的金融政策支持。依托农民专业合作社开展内部资金互助,社员内部之间通过资金余缺的相互融通和资金使用时间的相互调剂,能更为方便和较低成本地解决社员在生产过程中资金筹措和周转的困难,同时也可以有效地利用社员闲置资金扩大专业合作社生产规模。本文以一般均衡理论为框架构建起农民专业合作社内部资金互助的行为模型,以此来分析专业合作社员如何能够持续内部资金互助的行为机理,并运用调查数据对社员参与农民专业合作社内部资金互助的意愿及其影响因素进行实证,最后依据研究结论提出相应的政策建议。

Developing vigorously farmers’professional cooperatives is one of the powerful measures to revitalize rural industry in the mountainous areas,this requires strong financial policy support.Relying on farmers’professional cooperatives to carry out mutual assistance in internal funds,it is easier and cheaper to solve the problem of financing and cash-flow of the members in the production process through mutual financing between surplus and underfunded parties,and inter-modulation of time of use of funds.At the same time,it can also effectively use the idle funds of the members to expand the scale of production of professional cooperatives.Based on the general equilibrium theory,this paper sets up a behavioral model of mutual financial assistance in farmers’professional cooperatives in order to analyze the behavior mechanism of mutual financial assistance among professional cooperative members,and uses the survey data to demonstrate the willingness of members to participate in the mutual aid of funds in farmers’professional cooperatives and its influencing factors.Finally,according to the conclusions of the study,the corresponding policy recommendations are put forward.
