西方制裁使主要依靠能源出口赚取财政收入的俄罗斯经济严重受损,让俄罗斯坚定了寻找能源出口多元化渠道的决心,其能源外交出现了新的形势、特点和趋势。亚太与远东地区山水相连,互补性强,俄罗斯远东地区能源丰富并且紧邻能源消费大国中国,极具开发前景,中国倡导的“一带一路”深化了双方在政治经济尤其是能源领域上的进一步合作,对俄促进本国经济发展,减少能源出口对欧洲的依赖,保障能源大国地位都有重要意义。为使本国利益最大化,普京将能源战略重点转向了亚太地区,利用“能源武器”更好的和各国打交道,能源外交在俄罗斯整体外交格局中的重要性正在上升并将影响其对外政策,能源外交成为了俄罗斯“向东看”战略的重要组成部分。

Western sanctions have seriously damaged the Russian economy,which mainly relies on energy export for financial revenue,and strengthened Russia's determination to seek diversified channels for energy export.New situations,characteristics and trends have emerged in its energy diplomacy.Asia-pacific and the far east area are linked by mountains and rivers,and highly complementary.The Russian far east area has plenty of energy,is close to China which is major consumer of energy,and has great development prospects.The Belt and Road has deepened the both sides in the political economy cooperation,especially the energy sector,which is quite important to promote the development of its economy,reduce the dependence on energy exports to Europe and safeguard energy superpower status.In order to maximize their own interests,Putin will change energy strategy focus to the Asiapacific region and use the energy weapons better deal with countries.The importance of energy diplomacy in Russia's overall diplomacy is rising and will influence its foreign policy,Russia energy diplomacy has become an important part of the strategy of"look east".
