湖南省教育财政支出对经济增长的影响研究

The Impact of Education Financial Expenditure on Economic Growth in Hunan Province

根据2000—2016年湖南省教育与经济的有关数据,采用平稳性检验、Granger因果关系检验、协整检验等计量方法,实证分析了湖南省教育财政支出对经济增长的影响作用。实证结果表明,在经济增长方面,湖南省教育财政支出起到的是积极的正向作用,且固定资产投资额、从业人员数量、教育财政支出以及湖南省GDP四个变量之间存在长期的均衡关系。从扩大教育财政支出规模、推进教育事业发展、合理配置教育资源、健全教育财政支出监督机制四个维度出发,提出拓展多元筹资渠道,缩小教育发展差距,确保教育经费透明化使用,进而实现教育财政支出与经济增长的协调发展。

Based on the relevant data of education and economy in Hunan Province from 2000 to 2016,this paper empirically analyzes the impact of education financial expenditure on economic growth in Hunan province by using the measurement methods of stationarity test,Granger causality test and cointegration test.The empirical results show that in terms of economic growth,Hunan's education financial expenditure plays a positive role,and there are long-term equilibriums among the four variables:fixed asset investment,number of employees,educational financial expenditure,and the GDP of Hunan province.Proceeding from the four dimensions of expanding the scale of education financial expenditure,advancing the development of education,rationally allocating educational resources,and improving the supervision mechanism of education expenditure,it proposes to expand diversified financing channels,narrow the gap in education development,and ensure the transparent use of education funds,thereby achieving education finance Coordinated development of expenditure and economic growth.
