社会服务项目信息化系统建设路径研究——以珠海为例

Research on Developing Information Systems of Social Service Projects:A Case Study of Zhuhai

信息技术与社会治理创新相结合已成为重要发展趋势。社会工作服务及组织机构迅猛发展,购买方对服务成效提出更高、更精准的监测与评估要求,建立和使用社会服务项目信息化管理系统将成为必要手段。以珠海为例,综合运用问卷调查、深入访谈、文献研究方法,梳理出建设社会服务项目信息化管理系统的关键考虑及可行原则。研究发现,社会服务机构是否使用信息化管理系统,主要考虑其操作的便捷性、额外的服务效益以及信息的安全程度等因素。基于调查结果,建构社会服务项目信息化管理系统应遵循七个原则:需求导向;共同决议;民主参与;能力建设;循环改善;风险防控;殷鉴前人。

The combination of information technology and social governance innovation has become an important development trend.With the rapid development of social work services and related organizations,the funders have put forward higher and more accurate monitoring and evaluation requirements for service effectiveness.It is therefore necessary to establish and utilize digital social service project management systems.Taking Zhuhai as a case,this study uses the methods of questionnaire,in-depth interview and literature research to sort out the key considerations and feasible principles for constructing digital social service project management system.It finds that willingness of social service organizations to use the project information system should be mainly based on the convenience of its operation,the additional values that could be generated,and the security level of the encryption.Based on the research findings,seven principles are recommended for constructing digital social service project management system:1)demand-oriented;2)collaboration;3)democratic participation;4)capacity-building;5)cyclic improvement;6)risk prevention and control;7)referencing to relevant experiences.
