Economic Belt Construction: Policy Basis, Realistic Challenge and Path Choice

区域协调发展战略的提出,为经济带的建设提供了根本遵循,珠江—西江经济带等规划的出台,为经济带的建设提供了经验借鉴,都市圈和城市群建设步伐的加快,助力经济带建设,“绿色一带一路”和生态文明建设等规划或意见的实施,为打造绿色经济带创造了条件。但是,南北区域之间、经济带之间、经济带内部区域之间的差距令人堪忧,同时,生态环境压力加大,仍在挑战绿色发展。因此建议,设立经济带管委会,夯实经济带建设的责任主体;加快制定黄河经济带、沿海经济带、京哈—京广经济带和包昆经济带等国家战略,进一步完善长江经济带和珠江—西江经济带战略规划,为多横多纵的城镇化空间格局形成,并对接“一带一路”打下坚实的基础;加快都市圈和城市群建设,为经济带的形成和发展提供战略支撑。

The proposal of regional coordinated development strategy has provided a fundamental guidance for constructing the economic belt,and the introduction of the Pearl River-West River Economic Belt and other plans has provided experience and reference for constructing economic belts.The acceleration of constructing the metropolitan area and the urban agglomeration helps the construction of economic belts,and the implementation of such plans as the"Green Belt and Road"and ecological civilization construction has created conditions for building green economic belts.However,the gap between the north and the south,between the economic zones and within the economic zones is worrying,and the increasing ecological environment pressure is also challenging the green development.Therefore,it is suggested that a.the economic belt management committee be set up to consolidate the main body responsible for the economic belt construction;b.the formulation of such national strategies as the Yellow River Economic Belt,the Coastal Economic Belt,the Jingha-Jingguang Economic Belt and the Bao-Kun Economic Belt be accelerated so as to further improve the strategic planning of the Yangtze River Economic Belt and the Pearl River-West River Economic Belt,form a multi-spatial and vertical urbanization pattern and lay a solid foundation for connecting the"Belt and Road";and c.the construction of metropolitan areas and urban agglomerations be accelerated to provide strategic support for the formation and development of economic belts.
