Promoting Governance of Service-oriented Government:Seeking Cooperation in Decentralization

现代社会治理体系的中心-边缘结构是依托管理型政府,伴随着工业化进程成长与发展起来的。大数据时代的到来使管理型政府传统的社会治理结构遭受前所未有的冲击,信息流动、政策问题建构权、社会治理主体都呈现出去中心化的趋势。随着社会治理中心-边缘结构合理性的逐步丧失,整个社会将要求进行治理模式变革:在去中心化中谋求合作,进行促进型治理,进而实现政府模式从管理型政府向服务型政府的转变。服务型政府的促进型治理不仅强调政府对社会行动者自治能力的培养,强化他们进行社会参与与自我管理的能力,更强调政府对社会行动者社会责任能力的培育;不仅强调政府的开放性,更强调政府的引导性。

The center of the modern social governance system-the marginal structure is based on the management-oriented government,which grows and develops along with the industrialization process.The advent of the era of big data has brought the traditional social governance structure of the management-type government to an unprecedented impact.The flow of information,the construction of policy issues,and the subject of social governance have all shown a trend of"decentralization".With the gradual loss of the rationality of the social governance center-edge structure,the whole society will require reform of the governance model:seeking cooperation in decentralization,promoting governance,and realize the transformation of the government model from the management-oriented government to the service-oriented government.The promotion-oriented governance of service-oriented government not only emphasizes the government’s ability to autonomy the social actors,strengthens their ability to participate in social participation and self-management,but also emphasizes the government’s cultivation of social actors’social responsibility;it not only emphasizes the openness of the government,but also emphasis on the government’s guidance.
