城管执法进社区,能够有效提升基层治理与服务能力,助力和谐社区建设。在顶层注意力的高位推动下,城市管理重心下移态势逐步蔓延,但仍存在法制建设不完善、权力让渡与资源让渡不同步、权力再分配不彻底、执法能力与专业性结构化错配以及国家与社会、行政与自治、权力与权利关系未理顺的困境。加强城市管理法制建设以进入社区,强化宣传教育、改善城管队伍形象以融入社区,切实转变工作模式、善借新兴媒体科技以服务社区,多措并举力求实现城管执法与社区自治的有效衔接和良性互动。

Urban management law enforcement teams entering the community can effectively improve grass-roots governance and service capabilities,promote the construction of harmonious communities.In recent years,driven by the top-level attention,the downward trend of urban management center has gradually spread,but there are still some dilemmas,such as imperfect legal system construction,unsynchronized transfer of power and resources,incomplete redistribution of power,mismatching of law enforcement ability and professional structure,and unsmooth relations between state and society,administration and autonomy,and power and rights.We should strengthen the construction of urban management legal system to enter the community,strengthen the publicity and education,improve the image of urban management team to integrate into the community,effectively change the working mode,make good use of new media technology to serve the community,take multiple measures and make every effort to realize the effective connection and good interaction between urban management law enforcement and community autonomy.
