基于内涵、品性及路径下的党内政治文化

On Connotations, Attributes, and Routes of the Inner-Party Political Culture

党内政治文化是以马克思主义为灵魂、中华优秀传统文化为基础、革命文化为源泉、社会主义先进文化为主体、党性为精神标识,在中国革命、建设和改革的长期政治实践过程中,渐进改进、内生演化所形成的综合性文化形态,具有鲜明的阶级性、人民性、黏合性、能动性等理论品性。从目前来看,党内政治文化建设在推进过程中存在一定的现实阻力,如中华传统文化中封建落后文化的干扰、西方资产阶级不良政治文化的影响、党员领导干部政治角色认知的失衡、党内政治文化社会认同度不高等。当前,加强党内政治文化建设的首要前提是祛除这些现实阻力,廓清党内政治文化建设的思想迷雾。应坚持强化马克思主义理论教育,矫正党员政治角色认知;纯净党内政治生态,规控党内政治生活;端正选人用人导向,发挥领导干部的垂范作用;构建"党员主体-社会参与-公民互动"的党内政治文化格局。

The Inner-Party political culture is a comprehensive cultural form generated from gradual improvement and endogenous evolution in the long-term political practice of China’s revolution, construction and reform, which takes Marxism as the soul, advanced socialist culture as the main body and the Party spirit as the spiritual mark. Its theoretical attributes involve class, people, cohesiveness and initiative. At present, there are practical resistances in the process of promoting the inner-Party political and cultural construction including the interference of backward feudal culture, the influence of adverse Western bourgeoisie politics, the imbalance political roles of the Party members and leading cadres, and the low social identity of the Party’s political culture. Therefore, the premise of strengthening the construction is to eliminate the practical obstacles and clear up the ideological fog. It is necessary to enhance the education of Marxist theory, correct the cognition of the political roles of the Party members, purify the political ecology, clarify the orientation of cadre selecting and appointing, give full play to the exemplary role of leading cadres, and construct an inner-Party political and cultural system of "the Party member as the main body-social participation-public interaction".
