三调体系下年度土地变更调查“预变更”数据库建设标准探讨

Discussion on “Pre-Change” Database Construction Standard of Annual Land Change Survey Under The Third National Land Survey System

为准确掌握每年土地利用实际变化情况,保持土地调查数据的现势性,充分发挥土地管理参与国民经济的宏观调控作用,每年开展年度土地变更调查工作。2019年,三调初始调查完成后,年度土地变更调查拟采用三调成果为基础。为满足年度土地变更调查的省级核查、统计等需求,对三调体系下的土地变更调查"预变更"数据库建设进行了探讨,在充分考虑二调体系标准基础上,针对三调的新标准、新要求,对土地变更调查"预变更"数据库进行了充分探讨,并提出了详细的建设标准,充分保证了数据库的严谨性和连贯性。

In order to accurately grasp the actual changes in land use every year,and to maintain the current situation of land survey data,to give full play to the macro-control role of land management in the national economy,the annual land change surveys is carried out.In 2019,after in the annual land change survey,The Third National Land Survey work finished,we plan to adopt the results of The Third National Land Survey.In order to meet the provincial verification and statistics requirements of the annual land change survey,the construction of "pre-change" database for the land change survey under The Third National Land Survey system was discussed.On the basis of fully considering the system standard of The Second National Land Survey,the "prechange" database of land change survey was fully discussed for the new standards and new requirements of The Third National Land Survey,and the detailed construction standards were put forward to fully guarantee the rigor and consistency of the database.
