精准扶贫视域下农村文化扶贫困境与突破路径

Rural Cultural Poverty Alleviation and Breakthrough Paths in Perspective of Targeted Poverty Alleviation

文化作为一种软实力,是新时代农村脱贫的有机组成部分,而文化扶贫是对传统扶贫方式的改进与升级。当前农村仍存在的农民思想观念保守、文化素质不高,以及专业技能水平低下、文化基础设施落后,精神贫困正成为脱贫攻坚路上的难点和困境。文章在习近平总书记关于新时代精神扶贫理念指导下,提出通过培育新时代新农民,强化提升农民的文化素质,加大投入基层的文化设施建设力度,加强农村基层的组织建设,减少传统输血救济式扶贫方式,通过文化与精神扶贫进一步激发农村贫困人口的内生动力和自我发展能力,增强贫困群众造血功能,阻断贫困代际传递。

Culture,as a soft power,is an organic part of rural poverty alleviation in the new era,and cultural poverty alleviation is an improvement and upgrade of traditional poverty alleviation methods.Given the conservative ideology of farmers,the low cultural quality,the low level of professional skills,and the backward cultural infrastructure,mental poverty is becoming a difficulty in the fight against poverty.Under the guidance of General Secretary Xi Jinping's concept of spiritual poverty alleviation in the new era,by cultivating new farmers in the new era,strengthening the cultural quality of farmers,increasing investment in the construction of cultural facilities at the grassroots level,strengthening the construction of rural grassroots organizations,and reducing traditional blood transfusion relief type poverty alleviation.The method of poverty alleviation further stimulates the endogenous motivation and self-development ability of the rural poor through cultural and spiritual poverty alleviation,enhances the hematopoietic function of the poor,and blocks the intergenerational transmission of poverty.
