摘要
本文针对评价指标复杂而广泛的多属性综合评价问题,将体现指标观测数据信息整体“差异”性的TOPSIS赋权法和局部“差异”性的均方差赋权法集结,提出了基于TOPSIS和均方差的集成赋权法,并以我国能源系统2007-2016年指标权重的确定为例进行检验。结果表明:本文提出的赋权法能够将不同渠道所得客观信息相结合,科学真实的反应客观事实。
In order to solve the problem of multi-attribute comprehensive assessment characterized by wide and complex evaluation indexes,this paper puts forward the integrated weighting method based on TOPSIS and Mean Square Error,which combines TOPSIS weighting method reflecting the overall information differences of index observation data and Mean Square Error weighting method reflecting the partial information differences of index observation data.The case of weight determination in China’s energy system from 2007 to 2016 is studied to verify the method.The result shows that the weighting method put forward in this paper incorporates objective information collected from different channels and therefore reflects objective facts in a scientific way.
