A New Paradigm for Safety Management of University Laboratories in the New Era

当前,在国内高校实验室安全管理中存在着重要性认识不到位、责任主体多元、被动式管理成效不佳和责任追究难以落实等问题。其根源在于高校基本依靠行政命令和行政资源进行管理,不能适应实现高校法治化管理的内在需要。建立实验室安全管理新范式需从意识、体系、文化和效能等方面明确“法治”的核心作用。政府须做好立法和规范、规程建设工作,学校应做好顶层设计和统筹推进。强化实验室管理部门和专职人员的责任担当,积极开展“法治”探索实践,切实增强高校实验室安全管理能力和水平。

At present,there are problems in the safety management of university laboratories,such as the lack of understanding of the importance of the subject,the diversity of the responsible subjects,the poor performance of passive management,and the difficulty of implementing accountability.The root cause lies in the fact that universities rely on administrative orders and administrative resources for management.Establishing a new paradigm for laboratory safety management requires a clear understanding of the central role of the“rule of law”in terms of consciousness,system,culture,and effectiveness.The government will do a good job in legislation,regulation,and discipline construction.The universities will do top-level design and overall planning.The universities should strengthen the responsibility of the laboratory management department and full-time staff,actively carry out the“rule of law”exploration and practice,and effectively enhance the ability and level of university laboratory safety management.
