摘要
电力建设行业是高危行业,在电力建设工程各参建方中,外包单位从业人员以农民工为主体,其职业技能水平低、安全意识差、流动性强,成为安全事故易发高发群体。近年来国内一系列安全事故表明:加强外包单位安全管理已成为电建施工企业最困难也是最迫切的安全课题。面对工程外包中的巨大安全风险,坚持“以人为本”,将外包单位视作“第二班组”,严格外包人员“实名制”管理,坚持特种作业人员“持证上岗”,强化人员安全意识和安全技能教育,狠抓现场风险防控,严格外包单位安全质量评价考核,有效保障了外包单位人员生命安全与工程建设安全。
The electric power construction is a high-risk industry.Among the participants of electric power construction projects,the employees of outsourced contractors are mainly migrant workers with low professional skills,poor safety awareness and strong mobility,and become a group with high risk of safety accidents.In recent years,a series of domestic safety accidents have shown that strengthening the safety management of outsourced units has become the most dif ficult and urgent safety issue for power construction enterprises.faced with huge safety risks in engineering outsourcing,we should adhere to the“people-oriented”principle,regard the outsourced units as the"second team",strictly manage the"real name system"of outsourced personnel,insists on the principle of"work with certi ficate"for special operation personnel,strengthen the education of personnel safety awareness and safety skills,pay close attention to the prevention and control of on-site risks,strictly evaluate and assess the safety and quality of outsourced units,to effectively guarantee the safety of personnel life and engineering construction of outsourced units.
