Current situation and countermeasures of development and supervision of medical beauty institutions in ZhejiangProvince

摘要 目的:分析浙江省医疗美容机构发展与监管现状,发现存在的问题,为促进医疗美容机构的健康发展提供对策建议。方法:对2017年浙江省医疗美容机构发展与监督检查数据进行描述性统计,采用GIS方法分析机构分布状况,并对医疗美容监管行业专家进行访谈。结果:浙江省医疗美容机构主要分布在省内较发达地区,大多为独立机构,且分布高度集中。机构以同时取得一级诊疗科目和二级诊疗科目为主,非法行医情况中无证行医的占82.17%,杭州、宁波等是主要发生地。结论:浙江省医疗美容机构的监管还有待加强,机构层次不清和无证行医问题严重。建议建立医疗美容机构监管地理信息系统,推行医疗美容机构资格认证机制与分级管理制度,加大对无证行医等乱象的整治力度。实施联合惩戒"黑名单"制度,利用互联网平台推动社会共治,引导消费者树立正确医疗美容消费观,调动公众维权积极性,建立多手段监管治理机制。 Objective:To analyze the status quo of the development and supervision of medical beauty institutions in Zhejiang Province,to explore the existing problems and provide countermeasures and suggestions for promoting the supervision of medical beauty institutions.Methods:Descriptive statistics were carried out on the development and monitoring inspection data of medical beauty institutions in Zhejiang Province in 2017.The distribution of institutions was analyzed using GIS method,and experts in the medical beauty supervision industry were interviewed.Results:The medical beauty institutions in Zhejiang Province were mainly distributed in the developed areas of the province,mostly independent institutions,and the distribution was highly concentrated.The institution mainly obtained the first-level medical treatment subject and the secondary medical treatment subject at the same time.Among the illegal medical practice,82.17%of the cases of illegal medical practice were without medical license,and Hangzhou and Ningbo were the main places.Conclusion:The supervision of medical beauty institutions in Zhejiang Province need to be strengthened.The unclear level of institutions and the problem of unlicensed medical practice are serious.It is recommended to establish a medical beauty institution to supervise the geographic information system,implement the medical beauty institution qualification certification mechanism and hierarchical management system,increase the rectification of unlicensed medical practice and other chaos,implement a joint disciplinary "blacklist"system,and use the Internet platform to promote social work at the same time,should guide consumers to establish a correct medical beauty consumption concept,mobilize the public′s enthusiasm for rights protection,and establish multi-method supervision and governance mechanisms.
