健康中国背景下我国城镇医疗卫生体制改革重点、难点及破解之策

Emphasis,difficulties and solution to medical and health system reform in urban areas under Healthy China

当前深化我国城镇医药卫生体制改革,是推进健康中国建设,加快医药卫生事业发展,促进城乡基本医疗卫生服务均等化的重要途径。健康中国背景下我国城镇医疗卫生体制改革重点,是合理配置城镇医疗卫生服务资源,优化城镇医疗卫生服务体系;难点是政府在提供医疗卫生服务中的角色定位,医疗体制改革各相关参与方之间的博弈。为破解重点、难点问题,应从"以健康中国战略为指引、发展基层医疗卫生服务体系、正确处理好政府和市场关系、促进城乡医疗卫生服务均等化"四个方面着力。

Currently,a more in-depth Chinese urban medical and health system reform is the important way to redouble efforts to build a Healthy China,to accelerate healthcare development and make basic medical and health services equal to both rural and urban areas.Under Healthy China,emphasis of health system reform in urban areas is to rationalize resource allocation and optimize service system of urban medical and health.The difficulties are the role of government in providing medical and health services and the game among relevant parties in medical health reform.To solve emphasis and difficulties,it was suggested to contend four sides:being guided by Healthy China strategy,developing basic community-level medical and health care services,correctly handling the relationship between the government and the market,promoting equalization of rural and urban medical health services.
