部队基层安全管理能力初探

A Preliminary Study on the Security Management Capability of the Army at the Grass-roots Level

管理能力是解决各种管理问题的根源,为提高部队安全管理能力水平,本文对部队基层安全管理能力进行研究。研究中重点对部队基层安全管理能力的内涵、构成要素、影响因素进行探讨分析。通过研究得出:部队基层安全管理能力的实质是部队在安全管理中所累积的相关知识的集合;其构成要素为具备知识属性的人员要素、保障要素、制度要素;人的不安全行为、保障的不安全状态及制度的不安全条件会影响部队基层安全管理能力;分析安全管理能力内部的相互作用,得到安全管理能力内部作用模型。

Management capability is the root of solving various management problems.In order to improve the level of security management capability of the army,this article studies the security management capability of the army's grass-roots.The research focuses on the connotation,constituent elements,and influencing factors of the army's grass-roots security management capabilities.Through research,it is concluded that the essence of the army's grass-roots security management capabilities is the collection of relevant knowledge accumulated by the army in security management;its constituent elements are personnel elements,support elements,and system elements with knowledge attributes;human unsafe behavior,unsafe state of support,and unsafe conditions of the system will affect the army's grass-roots security management capabilities;it analyzes the internal interactions of security management capabilities to obtain the internal role model of security management capabilities.
