普速铁路全天窗作业模式的研究与实践

Research and Practice of Full Window Maintenance Mode for Conventional Railways

天窗修是铁路运输组织的重要组成部分,是行车保安全的基础。梳理普速铁路天窗修存在点外上道作业人身安全风险高、组织水平及劳动效率低、天窗综合利用率低、综合成本支出较大等问题,结合天窗修面临的发展趋势,研究提出全天窗组织模式,阐述全天窗的概念、目的和实施思路。对普速铁路推行全天窗作业模式进行可行性分析,经过认真调研和论证,在中国铁路武汉局集团有限公司管内武九线和焦柳线进行试点。通过近1年的探索实践,总结全天窗作业模式的主要做法,对比分析实施前后的效益指标及效果,指出推行全天窗作业模式需要注意的问题。

Repair in maintenance window is an important part of railway traffic organization and the foundation of train operation safety.The paper analyzes the shortcomings of repair in maintenance window for conventional lines,such as high personal safety risk,low organization level,labor efficiency and time utilization and high cost.Based on the development trend of repair in maintenance window,this paper studies and puts forward the full window maintenance mode,and expounds its concept,purpose and implementation idea.The feasibility studies were made and trial operations were conducted on Wuchang-Jiujiang line and JiaozuoLiuzhou Line under the management of Wuhan Group.After nearly one year’s exploration and practice,the operation procedures for full window maintenance is summarized,the benefit indexes and effects before and after using the new mode are compared,and key issues regarding full window maintenance are highlighted.
