简要介绍国内外建设工程合同管理模式,分析当前建设工程承包模式的现状、铁路施工总价承包存在的弊端,从认识误区和政策配套方面分析铁路推行单价承包存在的主要制约因素,分析铁路推行单价承包的环境条件,提出应大力推广单价承包模式、完善相关制度办法、完善工程量清单计价指南、完善单价承包合同范本、研究材料价差调整原则和方式、加强建设管理力量等推行单价承包方面的建议和意见。

This paper briefly introduces the contract management modes of construction project at home and abroad,analyzes the current situation of the construction project contracting modes,the disadvantages of the total price contracting,analyzes the main constraints of the implementation of the unit price contracting from the aspects of misunderstanding and policy support,expounds the environmental conditions of promoting the unit price contracting,and suggests to vigorously apply the unit price contracting mode by means of improving related systems and methods,valuation guide of bill of quantities and unit price contracting model,studying adjustment principle and method of material price difference,and strengthening construction management.
