地方党内法规制定质量研究——以制定程序为中心的考察

地方党内法规的质量是对地方党内法规所进行的客观评价,主要衡量标准是考察其是否符合客观规律,是否满足党和国家所需、符合人民的根本利益,是否具备可适用性与可操作性,是否达到制定时设定的预期目标等。由于目前地方党内法规的制定存在程序不规范、缺乏立规技术等问题,使其质量在一定程度上受到影响。因此,在地方党内法规的制定程序中应提高立规技术,规范立规语言,完善制定程序中各个环节的要求,从而提升地方党内法规的质量,确保制定的地方党内法规合理、合法,符合当地的实际情况。

the quality of local laws and regulations within the party is an objective evaluation of local laws and regulations within the party.The main measurement standard is to inspect whether it conforms to the objective law,whether it meets the needs of the party and the state,conforms to the fundamental interests of the people,whether it has applicability and operability,and whether it meets the expected goals set at the time of formulation.At present,there are some problems in the formulation of local inner-party laws and regulations,such as the nonstandard procedures,the lack of legislation technology and so on.In order to improve the quality of local inner-party laws and regulations and ensure that the local inner-party laws and regulations are reasonable,legal and in line with the local actual situation,we should improve the technology,language and requirements of each link in the process of making local inner-party laws and regulations.
