中国经济高质量发展的统计测评体系建构理路——基于全象资金流量观测系统的视角

Research on the Construction of Statistical Evaluation System for the High Quality Development of China’s economy——Based on Based on the Whole-scope Capital Flow Observation System

本文拟从虚拟经济视角建构经济高质量发展的统计测评体系。在重思财富和价值、GDP、技术进步、全要素生产率等核心概念的基础上,认识虚拟经济的价值创造功能。基于全象资金流量观测系统,加入对虚拟经济进行统计刻画的虚拟经济指数、虚拟经济与实体经济协调发展指数等指标,构建出创新发展、协调发展、绿色发展、开放发展、共享发展等5个一级指标、15个二级指标和99个三级指标的经济高质量发展统计测评体系。后续研究要围绕全象资金流量观测系统和现有的国民经济核算体系的对接,实现实体经济统计指标体系和虚拟经济统计指标的一体化,通过比对经济高速增长指标体系和经济高质量发展指标体系,构建体现经济高质量发展特征的指标体系,推进现有指标体系与服务高质量发展等的有序协调。

This paper studies how to construct a statistical evaluation system of high quality economic development from the perspective of fictitious economy.Based on rethinking the core concepts of wealth and value,GDP,technological progress,and total factor productivity,the value creation function of the fictitious economy is recognized.Based on the whole-scope capital flow observation system,the fictitious economy index that statistically characterizes the fictitious economy,the coordinated development index of the fictitious economy and the real economy,and other indicators are added to construct the economic high quality development statistical evaluation system.It contains 5 first-level indicators including innovative development,coordinated development,green development,open development,and shared development.It also includes 15 second-level indicators and 99 third-level indicators.Subsequent research should focus on the connection between the whole-scope capital flow observation system and the existing national economic accounting system,to achieve the connection between the real economy statistical indicator system and the fictitious economy statistical indicator,to compare the high speed economic growth indicator system and the high quality economic development indicator system,to build an indicator system that reflects the characteristics of high quality economic development and to promote the orderly coordination of existing indicator systems and high quality development of services.
