Happy River: the Concept, Connotation and Judgement Criteria

伴随着人类活动的加剧,人类对河流的作用增强,需求也在增加,既影响了河流健康又希望河流成为造福人类的幸福河。实际上,这是一个十分复杂的问题,迫切需要回答什么是幸福河以及如何判断是不是幸福河。在梳理我国河流管理历程以及不同领域对“幸福”内涵理解的基础上,系统分析我国“幸福河”概念的提出背景及江河治理需求,提出“幸福河”的定义,并对其内涵及特性进行总结;提出“幸福河”的判断准则,包括安全运行、持续供给、生态健康、和谐发展四大准则。明确“幸福河”概念、内涵及判断准则,为进一步构建“幸福河”评价指标体系、评价河流幸福度奠定基础,对新时代河流治理、支撑生态文明建设、促进河流生态健康具有重大意义。

With the intensification of human activities,the role of human beings on rivers has been enhanced and the demand is also increas⁃ing,which not only affects the health of the river,but people also hope that the river will become a happy river for the welfare of the man⁃kind.In fact,this is a very complicated issue that urgently needs to be answered.What is a happy river?How to judge whether it is a happy river?The concept of a happy river was put forward by sorting out and analyzing the related researches on the river management process in China and the concept of happiness,combining with the proposed background of a happy river,the connotation and characteristics of a happy river were interpreted and summarized.The judgment criteria of a happy river were proposed based on the understanding of a happy river,in⁃cluding safe operation,sustainable supply,ecological health and human-water harmony.Overall,the research on the conception,connotation and judgment criteria of happy river had laid a foundation for the further construction of the evaluation index system and the eval⁃uation of happy river,which was of great significance for harnessing river in the new era,supporting the construction of ecological civilization and promoting the ecological health of rivers.
