科技创新,制度先行。目前我国自然科学基金制度建设已取得很大进展,对促进基础研究及科技创新发挥了重要作用。但也存在相互冲突、经费监督、审计不足、层次较低、部分内容应当改进等问题。应当借鉴发达国家经验,从我国实际出发,对现有国家自然科学基金制度进行整合,通过改进制度加强对基金评审、资金使用的监督、审计,明确基金依托单位的法律地位,完善学术不端的法律责任。

The technology innovation needs system first.The system building of national natural science fund,which played an important part in promoting development of basic research and technology innovation,makes great progress today.There are some deficiencies,such as legal conflict,lack of supervision and audit of funds,lower-division,and some system need to improve.We need to learn experience from developed countries,according to the actual conditions of China,carry on the conformity to the existing national natural science fund system,strengthen the supervision and audit of national natural science fund evaluation and capital use,define the subject status of fund supporting institution and perfect the legal liability of academic misconduct,etc.
