当前中国机关事务管理研究中的前沿问题——资产管理、层空关系和集中统一方式

Frontier Issues in Current Research on China’s Government Offices Administration :Asset Management, Hierarchical and Territorial Relationship,Centralized and Unified Approach

当前我国机关事务管理研究领域仍有诸多前沿问题有待深入研究。在资产管理方面,广义党务机关的资产管理、机构变动情况下的资产管理和土地使用权资产管理是需要着重研究的问题。在不同层次机关和所处空间地域方面,驻地政府参与上级机关的机关事务运行保障、同一空间地域机关事务中通用服务整合、垂直机关的机关事务运行保障、异地办事处机关运行保障以及采取集中办公方式的规划问题是需要着重研究的问题。在机关事务运行保障所采取的集中统一方式中,组织集中统一方式、技术集中统一方式和内部市场交易集中统一方式是不同的方式路径,如何将这些不同的路径应用于不同的发展阶段,构建相应的发展战略,也是需要着重研究的问题。

At present, there are still many cutting-edge issues in the field of office management research in our country that need to be further studied. In terms of asset management, the asset management of the Party affairs organs in a broad sense, asset management in the case of institutional changes, and asset management of land-use rights are issues that need to be focused on. In terms of agencies at different levels and in different spatial regions, the resident government’s participation in the operational guarantee of the office management of higher authorities, the integration of general services in the office management of the same region and the operational guarantee of the vertical agencies, the operational guarantee of branch offices in other area and the planning of adopting the methods of centralized office are issues that need to be emphatically studied. Among the centralized and unified methods adopted for the guarantee of the operation of office management, the centralized and unified methods of organization, technology and internal market transactions are different paths and approaches. How to apply these different paths to different stages of development and construct corresponding development strategies are also issues that need to be researched.
