可实施导向下的西部地区特色小镇发展实践及对策分析——以云南省为例

Practice and Countermeasure Analysis of the Development of Characteristic Towns in Western Regions Under the Guidance of Implementation——Take Yunnan Province as an example

提高特色小镇规划建设和内生发展的可实施性,是当前特色小镇发展领域尤为关注的重要问题。对标国家明确的特色小镇建设要求,认为当前特色小镇在竞争能力、集聚能力、主体作用、思路模式等方面仍然存在明显的问题需要反思。同时,以西部地区的云南省为研究对象,基于可实施导向,系统分析云南省特色小镇规划建设工作中的阶段性实施特点,结合云南实际提出了规划引领、资源禀赋、生态保护、政府引导、保障体系等方面的对策建议,为相关城市、区域推进特色小镇工作提供一定的思考及借鉴。

Improving the feasibility of planning and construction of endangered towns and endogenous development is an important issue of particular concern in the development of characteristic towns.In this paper,the requirements for the construction of characteristic towns with clear national standards are considered.It is believed that the current characteristic towns still have obvious problems in terms of competitiveness,agglomeration ability,main role,and mode of thinking.At the same time,taking Yunnan Province in the western region as the research object,based on the implementation guidance,the paper analyzes the phased implementation characteristics of the planning and construction work of characteristic towns in Yunnan Province.Finally,combined with Yunnan,it puts forward some countermeasures and suggestions in planning,resource endowment,ecological protection,government guidance,and security system,and provides some thoughts and references for the promotion of characteristic towns in relevant cities and regions.
