因应市民化灰色预期的选择：基本权利优先——以农村宅基地改革中保障农户资格权为例

The Choice of Responding to the Gray Expectation of Citizenization: Priority of Basic Rights——Taking the protection of farmers’ qualification right in rural homestead reform as an example

农民问题是个大问题,在推进城市化与进行农村全面改革中,我们必须既要看到农业转移人口市民化作为国家城乡一体化发展战略带来的巨大发展机遇,又要看到经济新常态与城市化进程自身复杂长期性对农民心理预期与行为取向产生的影响作用,基本权利优先与保障农民基本权利是因应当前农民市民化灰色预期的现实理性选择。文章从守住党在农村的政策底线与尊重农民意愿的需要、保证宅基地“三权分置”改革顺利进行、确保农村长期稳定与避免改革后遗症三方面,以保障宅基地农户资格权对于推进农村宅基地“三权分置”改革的前提作用为例进行了解证。

The problem of farmers is a big problem.In promoting urbanization and carrying out comprehensive rural reform,we must not only see the huge development opportunities brought by the urbanization of agricultural transfer population as a national integrated development strategy of urban and rural areas,but also see the impact of the new normal of economy and the long-term complexity of urbanization process on Farmers'psychological expectations and behavior orientation,basic rights Giving priority to and protecting the basic rights of farmers is a rational choice in response to the current gray expectation of citizenization.This paper takes the premise of protecting the qualification right of rural homestead farmers from three aspects:keeping the bottom line of the party's policy in rural areas and respecting the needs of farmers'wishes,ensuring the smooth progress of the reform of"Three Rights Separation"of homestead,ensuring the long-term stability of rural areas and avoiding the"Three Rights Separation"of the reform as an example.
