Implementation and Common Problems of Emergency Drills for Environmental Emergencies in Chemical Parks

突发环境事件应急演练既是对应急预案和应急机制的检验,也是对应急人员处置能力的锻炼,是环境应急管理工作的重要组成部分,不断得到企业和政府部门的重视。针对化工园区风险点密集,应急救援工作复杂的情况,本文总结了环境应急演练组织实施工作的主要经验,归纳了当前演练工作的要点和不足,提出建议,供今后环境应急管理工作参考。

Emergency drills for environmental emergencies are not only a test of emergency plans and emergency mechanisms,but also an exercise of emergency personnel’s handling ability.They are an important part of environmental emergency management work,and they have been continuously valued by enterprises and government departments.Aiming at the intensive risk points and complex emergency rescue work in chemical parks,this paper summarizes the main experience of the organization and implementation of environmental emergency drills,summarizes the main points and deficiencies of the current drills,and puts forward suggestions for future environmental emergency management work.
