房租的社会化调控机制:瑞典经验解析

摘要 房租控制是世界各国通行的维护住房租赁市场健康理性发展的重要政策举措,从我国住房租赁市场的发展现实看,科学合理的房租控制也应当成为促进租购并举住房战略顺利推进的重要政策选项之一。瑞典实行的房租集体谈判协商的"柔性"调控机制为其住房租赁市场的长期稳定繁荣发挥了积极作用,考察分析这一独特的房租控制模式,对于正在探索培育住房租赁市场的我国而言,具有重要的政策启示和现实意义。 Rent control is an important policy that most other nations have widely applied to maintain a healthy and rational development of the housing rental market. Given the development reality of the house rental market in China, scientific and reasonable rent control should also be one of the vital policies to promote the strategy of encouraging purchasing and hiring simultaneously. The Swedish "flexible" regulatory mechanism that rents are settled through collective negotiation has played a positive role in the long-term stability and prosperity of housing rental market in Sweden. The analysis of Swedish unique rental control mode has important implications and practical significance for China, which is exploring the way to cultivate the housing rental market.
