摘要
新中国成立七十年来,学前教育事业取得了傲人的发展。以发展目标制定、支持机制建设为依据,可以将学前教育事业的发展划分为四个阶段七个次级阶段。从单位福利制度的建设与完善,到现代治理体系中的学前教育制度建设,综观新中国成立七十年来学前教育事业的发展历程可以发现,政府应当在学前教育发展中发挥主导力量,需要以普惠社会为目标,从政策端、供给端和需求端共同发力,在治理现代化的框架下,系统解决学前教育事业发展问题。
Since 1949,preschool education has made great achievements.From the perspective of development goals and mechanism construction,the development of preschool education can be divided into 4 stages and 7 sub-stages.From the construction of organization-run welfare system to the construction of preschool education system in modem governance,the development of preschool education in China for 70 years reveals that governments should play the major role,regard preschool education as socialized welfare,and systematically solve the problems in the development of preschool education on the policy,supply and demand within the framework of modem governance.
