摘要
澳门人才短缺问题对澳门深度参与粤港澳大湾区建设造成较大制约。论述了澳门需要在7个方面参与和贡献粤港澳大湾区建设并对澳门人才工作提出的新要求,分析了澳门人才短缺的主要成因,梳理了澳门特别行政区政府为解决这一问题所做的努力。在此基础上,提出了解决澳门人才短缺问题的5点建议,即制定人才长远发展规划、构建大湾区人才共享机制、优化专才引进制度、加大本地人才培养和海外人才回流、以及改革人才工作机构和机制。
Shortage of talents in Macao has caused great constraints on Macao’s deep participation in the construction of Guangdong-Hong Kong-Macao Greater Bay Area. In the article we discusse the need for Macao to participate in and contribute to the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and its new requirements for Macao’s talent operation. We analyze the main causes of the shortage, including endogenous shortage, poor structure, conservative talent immigration policies, etc. Then we comb the efforts made by Macao SAR government to solve this problem. Finally, we put forward five suggestions, namely, formulating a long-term talent development plan, establishing a talent sharing mechanism in the Greater Bay Area, optimizing the introduction system of professionals, increasing local talent cultivation and overseas talent return, and reforming talent operation institutions and mechanisms.
