Mixed ownership reform programs of state-owned key enterprises

今年以来,央企混改大动作频出。11月8日,国务院国资委印发《中央企业混合所有制改革操作指引》(以下简称《操作指引》),规范混合所有制改革操作流程,对"混资本"过程中的资产审计评估、通过产权市场实施混改、通过股票市场实施混改的相关规定、工作程序、重点关注事项等进行了说明,明确了转变企业运营机制的主要内容,并就相关工作的重点内容、有关规定和指导原则进行了详细说明。专家指出,《操作指引》具有较强的导向性和可操作性,对促进国有资本和非公资本的有机融合和防范交易风险将起到重要作用。

Since the beginning of this year,state-owned key enterprises have made frequent reform programs.On November 8th,the State-owned Assets Supervision and Administration Commission of the State Council published the"Guidelines for Operational Reform of Mixed Ownership of Central Enterprises",which has strong guidance and practicality,and will play an important role in promoting the organic integration of state-owned and non-public capital and preventing transaction risks.
