科技经费改革下科研经费管理存在问题及对策研究——以江苏省公益类科研院所为例

Research on problems and countermeasures of scientific research funding management under the funding reform: taking Jiangsu public welfare scientific research institutes as an example

作为公益科研的创新主体和服务主体,公益类科研院所是政府协调社会生活发展不可或缺的基础支撑。近年来,公益类科研院所科研经费大幅增加,其科研经费管理工作也成为重中之重。如何最大程度发挥公益类科研院所科研经费的作用,将科研经费用到实处,推动科研创新工作更上新台阶,成为迫切需要解决的问题。文章针对科研经费改革背景下江苏公益类科研院所项目资金管理存在问题,提出具有针对性与可操作性的意见建议。

As the main executor of innovation and service work,he public welfare research institutes are theindispensable foundation support for the government to coordinate social development.In recent years,the researchfunding for public welfare research institutes has increased significantly,and the management of the funds has alsobecome a top priority.How to give full play to the role of scientific research funds in public welfare scientific researchinstitutes,to put scientific research funds into practice,and to promote scientific research innovation to a new level,hasbecome an urgent problem to be solved.In view of the problems existing in the funding management of public welfareresearch institutes in Jiangsu Province,this paper puts forward some suggestions of pertinence and operabil-ity under thestructure of funding reform.
