博士研究生培养过程管理是博士生教育质量保障体系建设的重要环节。文章首先分析了美国等西方国家博士生培养分流淘汰情况,指出国内博士生分流淘汰制度执行中的问题,探讨了实行博士生培养过程管理监测预警机制的可行性和具体执行方案,目的在于通过完善博士生培养各环节的考核制度,构建研究生质量内部保障体系,从而提高我国博士生培养质量,落实与世界一流大学相接轨的培养目标和要求。

The process management of Ph D students is a key part of the construction of Ph D students education qualitysystem.This paper analyzes the phase-out of the middle term diversion of Ph D students in the Western countries.Firstly,it points out the problems in the implementation of Re-arrangement and Relegation Mechanism in the domestic,and itdiscusses the feasibility and detailed execution plan for the monitoring and early warning mechanism of the managementof Ph D students training program.By improving the assessment system for all aspects of Ph D students training,andestablishing an internal guarantee system for the quality of graduate students,the quality of Ph D training will beimproved and the requirement and objective in line with world-class universities will be achieved.
