基于戍边转型的兵团第五师师域城镇体系规划研究

Research on the Urban System Planning of the Fifth Division of the Corps Based on the Transition of the Garrisoning Area

新疆生产建设兵团分布于新疆全境,处于丝绸之路经济带核心区,具有独特的地缘优势和资源优势。本文根据《新疆城镇体系规划(20102020年)》提出兵团按一师一市增设“县级市”的发展要求,从兵团的特殊使命与发展困境等问题出发,面对设市转型、体系发展、城镇组织等多维层面需求,指岀了兵团第五师打造新的增长极核,拓展发展空间、注入新的发展动力的主体方向,明确了从“屯垦戍边”向“屯城戍边”的城镇功能内涵转变。进而提岀了在国家“一带一路”总体路线下,国家西部战略门户和荒漠绿洲地区的小城镇特色发展的规划路径,以及“兵地协同”的总体发展理念。

Xinjicmg production and construction corps which is located in the core area of the Silk Road Economic Belt has unique geographic advantages and resource advantages.According to the"Xinjiang Urban System Plonning(2010-2020)",this paper proposes that the Corps should set up the"county-level city"development requirements in the first division ond the city,ond proceed from the special mission and development dilemma of the Corps,facing the multi-dimensionol needs of city-setting transformation,system development and urban organization,the acticle also points out the main direction of the fifth division of the Corps to build a new growth pole in order to expand development space and inject new development impetus and clarifies the trcmsformation of town functions from"settlement and border guard"to"garrison ond border guard".Then under the general line of"one belt and one road",it puts forward the planning path of the characteristic development of small towns in the notionol western strategic gateway and desert oasis,as well as the overall development concept of"military land coordi notion".
