本文探讨基于“反规划”思想的总体规划方法和将生态基础设施与土地利用规划相结合的具体途径,以促进生态环境土地资源的可持续利用。“反规划”通过发挥湿地特性、控制河道岸线、保护水网系统、严控稻田水塘、完善村庄聚落和强化管网系统等途径,能够充分发挥生态资源的综合效益。可以为土地利用规划提供理念和方法上的借鉴,以生态基础设施为基础,形成生态系统服务功能,作为控制城市建设用地增长的管控实施,达到科学管控,避免城市规划建设中的误区。

this paper discusses the overall planning method based on the thought of"anti-planning"and the concrete ways to combine the ecological infrastructure with the land use planning,in order to promote the sustoinoble use of the ecological environment lond resources.The negative planning can give full play to the comprehensive benefits of ecological resources by giving play to the characteristics of wetlandsz controlling river shorelines,protecting water network system,strictly controlling paddy fields and ponds,improving village settlements and strengthening pipe network system.It can provide reference for lond use planning in concept and method,form ecosystem service function on the basis of ecological infrastructure,ond control the growth of urban construction land,so as to achieve scientific control and avoid misunderstonding in urban pionning and con struction.
