适用于生产调度信息系统的预算编制方法研究

Budgeting Method for Production Scheduling Information System

在国网公司"三型两网"的战略背景下,调度端生产信息化项目势必日益增加,信息系统软件费用评估采用以往的专家法或类比法已经无法满足要求。根据电网生产调度系统的特点,充分借鉴软件行业软件规模及开发价格评估方法,提出了基于功能点计算的生产项目预算编制方法,研究结果表明提出的预算编制方法可以有效地解决信息系统投资造价"评估难、评审难、管控难"的问题。

Under the strategic background of "Three Types and Two Networks" of state Grid Corporation, the production informatization projects at the dispatching end are bound to increase day by day. The expert method or analogy method can not meet the requirement of information system software cost evaluation. According to the characteristics of power grid production scheduling system, this paper puts forward the budgeting method based on function point method by fully referring to software scale and development price evaluation method of software industry. Research results show that the proposed budgeting method can effectively solve the problems of "difficulty in estimate, judgement and control" of information system investment cost budgeting.
