摘要
构建现代流动人口治理体系是推进国家治理体系和治理能力现代化的重要组成部分。现代流动人口治理体系需要构建以"一核多元"为特征的流动人口治理组织体系、以追求公平正义为宗旨的流动人口治理法治体系、政府市场社会治理边界清晰的流动人口治理运行机制、以推进融合为目的的流动人口治理政策体系和以预警监测为价值的流动人口数据支撑体系。
Building a modern floating population governance system is an important part of promoting the modernization of the state governance system and governance capacity. To construct a modern floating population governance system, it is necessary to construct a mobile population governance organization system characterized by "one core and multi-element", construct a mobile population governance rule system with the aim of pursuing fairness and justice, and construct a mobile population governance operation mechanism with clear boundaries of government market social governance. It is important to establish a mobile population governance policy system for the purpose of promoting integration and build a data support system for migrants with value for early warning and monitoring.
