西方污名化中国对外援助和投资分析

"债务陷阱"被西方媒体用来针对中国的对外援助和投资,实质上是其利用国际话语权对中国进行污名化。斯里兰卡、马尔代夫、马来西亚的债务数据显示,其债务压力并非来自中国。对中国崛起的恐惧、一贯的偏见和东西方的文化差异使得西方媒体惯于扭曲中国的对外政策,夸大中国在对外交往中出现的问题。污名化主要通过以下方式完成:歪曲和夸大对中国的认知,激起受援国内部对华不友好势力的共识;对与中国交往的某些特征"特殊对待";固化对中国的负面印象,将债务问题与之相关联。厘清西方媒体污名化中国的原因和作用机制,有助于中国驳斥这一缺乏事实依据的指责。

The "debt trap" has been hyped up by Western media in recent years to target China’s foreign aid and investment. It is essentially a result of its stigma against China through the use of its international discourse power. An analysis of the debt data of three countries in Sri Lanka, the Maldives, and Malaysia, heavily speculated by the West, indicates that in terms of their debt pressure, China is not to blame. The fear of China’s rise, its prejudice against China related to ideology and social system, and the cultural differences between the East and the West have made Western media used to distort China’s foreign policy and to amplify and politicize the problems of China’s foreign exchanges. Western media reports on the debts of the three countries show that the stigmaization is mainly conducted through the following ways: distorting and enlarging the false cognition of China and arousing the consensus among the recipient countries on the unfriendly forces in China;certain characteristics of China’s foreign exchanges are treated "specially";solidifying the negative stereotypes of China and relate the debts to the negative image of China. Clarifying why and how Western media stigmatizes China will help China refute this accusation.
