生育新政下佛山市幼儿园布局规划创新实践

Kindergarten Layout Plan under the New Birth Policy, Foshan

受"全面二孩"生育新政的影响,佛山市中心城区的学位缺口及供需矛盾日益严重。为此,佛山市禅城区启动了幼儿园总体布局规划。规划统筹分析生育新政对人口规模的影响,应用手机信令精准定位居住人口分布,根据生育新政影响,合理确定差异化的配套指标,并运用赫夫空间模型辅助计算学位需求及加强单元传导,在实施管理策略上考虑设施供给弹性,并提升幼儿教育的普惠性。

Under the influence of second child policy,the gap between the need of educational facilities and supply is getting larger in the central district of Foshan city.In response,the kindergarten layout plan is initiated by Chancheng district government,Foshan city.In the plan,the impact of new birth policy on population is analyzed,and cellphone signaling,HUFF spatial model are used to calculate educational needs and differentiated indices based on new birth policy.In implementation,elasticity in service provision is considered to improve the general benefit of pre-school education.
