Evolution Trend and Planning Response of Comprehensive Bonded Zone in the New Era

国家提出促进综合保税区高水平开放高质量发展的若干要求,综合保税区转型升级已成当前之势与时代之需。文章通过梳理改革开放至今我国海关特殊监管区的演变历程,从外贸特征及空间模式剖析综合保税区的形成背景。基于自贸区视角,研究认为综合保税区应构建"政策—产业—空间"三位一体互促共进的运行机制,进行目标定位、产业功能及空间模式等全面升级,演进成为发展国际经贸的重要平台及城市创新空间的新型单元,更好地协同自贸区与区域和城市的发展。基于此,结合国际先进案例研究,文章提出我国新时代综合保税区政策契合、产城耦合、功能综合和空间融合"四合"对策,并以襄阳综合保税区为例,对综合保税区的政策试点、规模预测、范围界定、空间模式和布局规划"五点"展开探索,以期为城市空间创新研究及其他综合保税区规划提供参考。

The state has put forward several requirements for promoting high-level opening and high-quality development of the Comprehensive Bonded Zone(CBZ),and the transformation and upgrading of CBZ have become the mission of the era.The paper reviews the evolution of the special customs surveillance zone,and development of CBZ from foreign trade and spatial model.This paper argues CBZ shall establish the operation mechanism of"policy-industry-space"trinity of mutual promotion,and analyzes its evolution trend from the aspects of target,function,and space.It is also found that CBZ is an important platform for the development of open economy and a new unit of urban innovation space.Based on the inspiration of advanced international case studies,this paper puts forward four kinds of countermeasures for CBZ planning,including"policy conjunction,industry-city coupling,function integration and space fusion",and takes Xiangyang CBZ Planning as an example to carry out innovative exploration in five aspects:target orientation,scale prediction,scope definition,spatial pattern and layout planning.
