近年来,环境问题成为全民关注的社会性问题,尤其是党的十九大以来,国家进一步加大了对环境保护行业的支持与研究,给中国环保行业带来前所未有的发展机遇。在此背景下,民营环保企业如雨后春笋般应运而生,一方面,它们在国家政策利好形势下,抢抓机遇占领市场、做好营销与服务,市场发展前景广阔。另一方面,在激烈的市场竞争中,企业内部经营管理的有效性决定了其核心竞争力的高低,而科学有效的绩效管理体系是企业内部管理的关键环节,通过科学的绩效管理手段,能全面提升企业的核心竞争力和综合实力。本文旨在借助科学的绩效管理手段,运用模糊综合评价法构建企业绩效管理体系,在较大程度上提升绩效管理的科学性与实用性,弥补目前绩效管理研究方法中的主观性与随意性,提高企业的综合管理水平,为民营环保企业提供一个切实可行的绩效管理方法。

In recent years,with environmental issues becoming a public concern in society,especially since the Nineteenth National Congress,our country has further strengthened the promotion and research for the environmental protection industry,so that the construction of ecological civilization has been pushed to a new height,bringing unprecedented development opportunities to China's environmental-protection industry.In this context,private environmental-protection enterprises sprang up like mushrooms.On the one hand,they seize the opportunity to occupy the local market and do a good job in marketing and service under the favorable situation of national policy,so that they have broad market development prospects.On the other hand,in the fierce market competition,the effectiveness of internal management also determines the core competitiveness of enterprises.Furthermore,scientific and effective performance management system is the key link of enterprise internal management,which can comprehensively enhance the core competitiveness and comprehensive strength of enterprises.Through scientific means of performance management and using the method of fuzzy synthetic evaluation to construct enterprise performance management system,the scientific and practical nature of performance management is improved to a large extent,in order to make up for the subjectivity and randomness of current research methods of performance management,improve the comprehensive management level of enterprises which can provide a feasible method of performance management for small private environmental protection enterprises.
