实施污水资源化是保障国家高质量发展的需要

The implementation of wastewater reuse is the need to ensure the high quality development of China

我国水资源短缺,但污水资源十分丰富。目前污水资源不但未能得到很好利用,还成为水体环境的一个污染源。污水资源化就是按地表水资源标准对污水进行无害化处理、资源化利用。污水资源化是贯彻国家“节水优先”治水方针的一项重要措施,是解决新时期我国水资源不足与改善水环境,保障国家高质量发展的一项战略性重要举措。本文在大量调研分析、总结国内外经验的基础上,剖析了实施污水资源化的重要性、必要性、紧迫性、可行性,提出了国家实施污水资源化的组织、政策、污水处理标准、科技创新、体制及机制等方面的建议。

China is short of water resources,but rich in wastewater resources.At present,wastewater resources are not well utilized,but become a source of pollution to the environment.Wastewater reuse is harmless treatment and resource utilization of wastewater according to the standard of surface water resources.Wastewater reuse is an important measure to implement the national water saving priority policy,and it is also a strategic and important measure to solve the shortage of water resources and improve the water environment in the new era to ensure the high-quality development of the country.On the basis of a large number of investigation and analysis,summarizing the experience in China and abroad,this paper analyzes the importance,necessity and urgency of the implementation of wastewater reuse,and puts forward suggestions on the organization,policy,wastewater treatment standard,scientific and technological innovation,system and mechanism of national implementation of wastewater reuse.
