社会转型期中国共产党社会动员的实践困境与突破路径——基于社会治理现代化的视角

The practical dilemma and the breaks route of social mobilization of the Communist Party of China during the social transformation period: based on the perspective of the modernization of social governance

社会动员作为中国共产党的一项优势政治手段,与中国革命、建设和发展密切关联。中国共产党应该在社会动员过程中,主动构建公权力的效力及其约束机制、恪守市场发展规则,突破对传统社会动员模式的路径依赖;同时应在社会动员过程中,充分发挥社会主义核心价值观的认同聚合作用,统筹社会各阶层利益,合理运用意识形态和民主政治建设的方式与路径,实现社会治理的困境突破与超越。

Social mobilization, as a Superior Political tool of the Communist Party of China, is closely related to China’s revolution, construction and development. The Communist Party of China should constraint the public power, abiding the market rules to overcome the path dependence in the process of launching social mobilization;And also, the core values of Chinese socialism should plays a role in the process of social mobilization, balancing the interests of different classes of our society, and using ideological construction and socialist democracy construction to break through the existing difficulties.
