上海市科技金融政策文本量化分析

Quantitative Analysis of Shanghai Technology and Finance Policy Text

为系统分析目前已出台的大量上海市科技金融政策文本,发现其中的优势与不足,文章采用内容分析法对2006年至今的上海市科技金融政策文本进行研究,并运用社会网络分析工具UCINET构造政策关系图,分析政策的着力点以及各政策之间的协作性。研究发现:上海市目前的科技金融政策体系已较为完整,政策着力点较均衡,但政策之间的协同作用及整体功能仍存在不足;支持科技型企业初期发展的基础设施已较为完善,公共信息服务平台也在大力发展之中,但是科技金融服务平台和科技创新融资模式的发展尚不理想;目前政府部门已加大对知识产权和信用体系构建的关注度,但是对科技金融的衔接点“科技成果转化”的作用关注度仍显不足,未能发挥其有效促进科技金融发展的作用。结果表明,在当前深化科技金融创新的背景下上海市科技金融体制的改革也正在进行,并向体系改革和机制创新发展,但上海市科技金融政策存在的不足也是亟待解决的。

In order to systematically analyze the large number of Shanghai science and technology financial policy texts that have been issued,and find their advantages and disadvantages,this article used content analysis to study Shanghai science and technology financial policy texts from 2006 to the present,and used social network analysis tool UCINET to construct policy relationship diagram to analyze the focus of policies and the synergy between policies.It is found that the current policy system of science and technology finance in Shanghai is relatively complete,and the policy focus is relatively balanced,but the synergy and overall function between policies are still insufficient.The infrastructure supporting the initial development of science and technology enterprises has been relatively perfect,and the public information service platform is also developing vigorously.However,the development of science and technology finance service platform and science and technology innovation financing mode is not ideal.At present,government departments have paid more attention to the construction of intellectual property rights and credit system,but they have not paid enough attention to the“transformation of scientific and technological achievements”,the connecting point of science and technology finance,and failed to play an effective role in promoting the development of science and technology finance.The results show that under the background of deepening the innovation of science and technology finance,the reform of Shanghai science and technology finance system is also undergoing and developing towards system reform and mechanism innovation.
