The Process and Experience of Systematization of Intra-Party Laws and Regulations

党内法规体系是以党章为根本,以民主集中制为核心,以准则、条例等中央党内法规为主干,由各领域各层级党内法规组成的有机统一整体。"内容科学、程序严密、配套完备、运行有效"是对这一体系的基本要求。健全完善党内法规体系是加强党的制度建设的内在要求,也是实现国家治理体系和治理能力现代化的重要途径和基本标志。党内法规体系化经历了一个从提出党内法规概念到实体化、体系化再到全面推进与基本形成的过程,总结这一进程的经验,对于我们进一步做好新时代党内法规建设工作具有指导意义。

The system of intra-Party laws and regulations is an organically unified whole,consisting of the Party Constitution as the fundamental,democratic centralism as the core,and central intra-Party laws and regulations as the trunk,and intra-Party laws and regulations of all fields and all levels as components."Scientific content,rigorous procedures,complete supporting,and effective operation" are the basic requirements of this system.To perfect the system of intra-Party laws and regulations is an internal requirement for strengthening the Party’s institutional construction,and is also an important way and basic symbol of realizing the modernization of the state governance system and governance capacity.The systematization of intra-Party laws and regulations has gone through a process from putting forward to materializing and systematizing the concept of intra-Party laws and regulations,and then to comprehensively promoting and having it formed in the main.Summarizing the experience of this process is of a guiding significance for our further improving the construction of intra-Party laws and regulations in the new era.
