针对上海在综合性国际城市排名中的比较劣势与突出短板,上海应强化重点聚焦与系统推进有机结合,静态改善与动态提升有机结合,扬长补短,从更大范围、更宽领域优化提升上海的营商环境。
In view of Shanghai’s comparative disadvantage and outstanding shortcomings in the ranking of comprehensive international cities,Shanghai should strengthen the organic combination of key focus and systematic promotion,the combination of static improvement and dynamic promotion,and make full use of its strengths to offset its weaknesses,so as to optimize and improve Shanghai’s business environment from a wider scope and a wider range.
