中国新经济发展的综合评价及其路径选择

Comprehensive evaluation of China’s new economic development and its path selection

自从20世纪90年代"新经济"概念在美国提出后,近年来随着经济发展水平的提升,人民需求的转变,受信息与产业革命和金融危机的影响,世界各国开始通过发展新经济探索一种新的经济增长方式以再次激发经济增长的活力,为经济发展带来新的动力源泉。新经济以新技术、新产业、新业态、新模式为主要特征,这"四新"特征为中国新经济的顺利发展做出了很大的贡献。从创新化经济、信息化经济、产业新模式化经济、绿色化经济四个方面构建中国新经济发展评价的指标体系,采用反熵值法确定各项指标的权重,通过加权合成的方式对2004-2018年各分项指标以及中国新经济发展的整体表现进行评价分析,分析了制约新经济发展的因素,提出加快从传统经济向新经济的转变,促进产业结构深层变革,培养新经济发展的新产业、新业态等方面加快我国新经济的发展。

After the"new economy"concept was introduced in the United States in the 1990 s,along with the economic development level of ascension,the transition of the people’s demand,influenced by the information and industrial revolution and the financial crisis,countries around the world in recent years have begun to explore a new way of economic growth through the development of the new economy in order to stimulate the vitality of economic growth again and bring new power sources for economic development.The new economy,with the"new four"as its main feature,has contributed to the smooth development of China’s new economy.Based on the characteristics of new economy development,this paper constructs the index system of China’s new economy development evaluation from four aspects:innovation economy,information economy,industrial new model economy and green economy.The anti-entropy method is adopted to determine the weight of each index,by means of weighted synthesis,evaluation and analysis are made on each sub-index and the overall performance of China’s new economic development from 2004 to 2018,analyzing the factors which restrict the development of the new economy,putting forward to accelerate the transformation from traditional economy to new economy,promoting deep changes in the industrial structure,cultivating new industries and new forms of business for the new economy to accelerate the development of our country’s new economy.
