摘要
21世纪是城市世纪,是人类发展史上以信息时代"知识经济"取代工业时代"物质经济"为标志的第三次城市革命。因此,必须加快效用导向城市规划制度创新,以迎接新城市时代的来临。现代化效用导向的城市规划管理的主要趋向是依法管理,结合制度创新,从法律制度和行政管理制度等方面入手,建立、完善一套适应城市发展需要的效用导向的城市规划制度,使城市在科学有效的效用导向规划管理制度的管理下,健康蓬勃地发展。
The 21 st century is the urban century.It is the third urban revolution marked by the"material economy"in the era of industrialization replaced by the"information economy"in the era of information in the history of human development.It must accelerate the innovation of the utility-oriented urban planning system to embrace the coming of the times of new urban.The main trend of modern utility-oriented urban planning management is to manage according to law.In combination with institutional innovation,starting from the legal system and administrative management system,we will establish and improve a set of utility-oriented urban planning systems that meet the needs of urban development so that under the management of a scientific and effective utility-oriented planning management system,the city develops healthily and vigorously.
