卫生资源配置视角下南京市分级诊疗实施现状及战略措施分析

Analysis on the Implementation Status and Strategic Measures of Hierarchical Diagnosis and Treatment in Nanjing from the Perspective of Health Resource Allocation

分级诊疗制度是根据患者病情的轻重缓急,不同级别的医疗机构承担不同疾病的诊疗任务,充分调动区域内的医疗卫生资源并进行合理配置,逐步解决看病难的问题。本文着重从卫生资源配置视角下探讨南京市目前分级诊疗实施情况,研究中针对南京市分级诊疗在其发展过程中存在的问题,提出加强基层医疗机构建设、发挥政府主导作用、提高社区首诊报销比例、创新运用智慧医疗等相关措施。

The hierarchical diagnosis and treatment system is based on the severity and urgency of patients’condition.Medical institutions at different levels undertake the diagnosis and treatment tasks of different diseases,fully mobilize medical and health resources in the region and make reasonable allocation so as to gradually solve the problem of difficulty in seeing a doctor.This article,from the allocation of health resources perspective,investigates emphatically the current implementation of graded diagnosis and treatment in Nanjing,studies Nanjing classification problems existing in the process of diagnosis and treatment in its development,and puts forward methods to strengthen the construction of grassroots medical institutions,play a role of government,improve the reimbursement rate for the first medical treatment in communities,and make innovations in the use of smart medical care.
