民营医院在公共卫生管理中存在问题与对策研究

Research on Problems and Countermeasures of Private Hospitals in Public Health Management

民营医院是我国公共卫生的重要组成部分,其发展状况对于公共卫生管理水平具有重要意义。本文主要目的是分析民营医院现存问题,提出对策建议,为民营医院未来发展和进一步发挥在公共卫生领域重要作用提供参考。通过调研发现,当前我国民营医院仍存在资本逐利属性,让部分医院丧失道德底线;定位不清,竞争能力不足;内部运行规范化水平不足;政府对民营医院的扶持力度不足;人才建设滞后,缺乏完善的人才保障制度;社会担当不足等问题。为解决这些问题,发挥民营医院功能,提升我国公共卫生管理水平,笔者从五个方面提出了对策建议。

Private hospitals are an important part of public health in China,and their development is of great significance to the level of public health management.The main purpose of this paper is to analyze the existing problems of private hospitals,put forward countermeasures and suggestions,and provide reference for the future development of private hospitals in further playing an important role in the field of public health.Through investigation,it is found that at present,private hospitals in China still have the properties of seeking profit of capital,which makes some hospitals lose the bottom line of morality,unclear positioning and insufficient competitiveness,and insufficient standardization level of internal operation;insufficient government’s support for private hospitals;the lagged talent construction;lacking of perfect talent guarantee system;insufficient social responsibility and other problems.In order to solve these problems,give full play to the function of private hospitals and improve the level of public health management in China,this paper puts forward countermeasures and suggestions from five aspects.
