社区微治理居民参与:驱力、阻力与实现路径

Community micro-governance residents participation: driving force, resistance and realization path

社区微治理是我国基层治理探索出的一种通过更小微的治理单元结构,在基层党组织的引导下,以居民需求为导向,以四社联动为机制,共同协商、处理和解决社区事务的微观治理模式。当前微治理还未能充分调动社区居民作为治理主体的积极性,甚至产生一些阻碍居民参与社区治理的因素,导致其治理范围、程度和频度等出现问题。本文基于赋权管理、激励理论和社区再造思想,以现今社区微治理的典型模式为基础,刻画居民参与社区微治理的真实现状,找出其中的驱力不足和阻力不少的种种因素,对微治理过程中真正实现社区居民参与具有一定的参考价值。

Community micro-governance is a micro-governance model explored by grass-roots governance in our country,which is guided by grass-roots party organizations,guided by residents'needs,and based on the mechanism of four social cooperatives,to negotiate,deal with and solve community affairs.At present,micro-governance has not fully mobilized the initiative of community who are supposed to be the main body of governance,and even brings some issues that hinder residents from participating in community governance,leading to some problems in the scope,extent and frequency of governance.Based on empowerment management,incentive theory and community reengineering thought,and on the basis of the typical model of community micro-governance nowadays,this paper depicts the real situation of residents'participation in community micro-governance,and finds out the factors that have insufficient driving force and resistance,which can provide some valuable reference for the real realization of community residents'participation in the process of micro-governance.
